THE Electoral Commission of Namibia (ECN) has announced that the mock registration exercise that took place over the period of 15—17 November 2023 in selected localities was a success. This exercise was carried out utilizing the newly enhanced and upgraded Integrated Mobile Voter Registration System (IMVRS).

Peter Shaama, Chief Electoral and Referenda Officer, said that the purpose of the exercise was purely to test the effectiveness, usability, and efficiency of the upgraded system to ensure its readiness for use and deployment during the scheduled 2024 General Registration of Voters (GRV) and subsequent voter registration processes.


During the three-day mock registration exercise, the ECN registered 788 mock registrants (396 females and 392 males) using IMVRS while maintaining an optimal level of accuracy, efficiency, and security. The sample size provided a sufficient base to test the performance and functionality of the system in terms of its efficiency, effectiveness, and readiness for deployment.

Shaama said that the system demonstrated its ability to verify voter information swiftly and efficiently, enabling our field officers to manage the registration process. The user-friendly interface of the “IMVRS ensures quick and easy input of voter data, reducing data entry errors and expediting the registration process. The Commission is seized with analyzing the mock registration report and will devise appropriate strategies aimed at ensuring optimal readiness of the IMVRS for the GRV in 2024. The ECN would like to assure the public that the enhanced IMVRS will be fully utilized for the upcoming General Registration of Voters (GRV). The system will facilitate a more efficient and accurate voter registration process, ensuring that all eligible citizens can exercise their democratic rights to register and vote during polling,” Shaama said.
