Swapo Party MP Olivia Hanghuwo tabled a report in the National Council on the high failure rate of learners allegedly because of the revised curriculum. 

The report stems from an oversight visit to the Parliament of Finland to investigate the possible causes of the high failure rate of learners over the past two years. 

Hanghuwo said although the government has made significant investments to raise education standards in Namibia, findings have shown that several schools lack sufficient skilled instructors, which she said has a severe negative impact on the standard of education that learners receive.

“The implementation of the revised curriculum was noted as one of the major causes of the high failure rate, as the teachers and schools admitted that they were not adequately prepared to roll it out. This resulted in a serious learning and teaching gap.” 

Due to the rushed curriculum, Hanghuwo said that important information was left out and lost for good, which contributed to the current information gap being experienced with the implementation of the full curriculum. 

She therefore recommended that amendments be made to the curriculum to bridge the gap between the Grade 11 and AS levels.
