A foetus was found wrapped in toilet paper at Elisenheim’s wastewater treatment plant outside Windhoek on Saturday. A plant operator, who was busy cleaning the blocked plant screen, made the discovery. The foetus is suspected to be between two and three months old. Its gender is unknown.
